Yes, the lower panel could be flipped up if you would like to open it to keep cool. See the attached photo.

Yes, the lower panel could be flipped up so that you could further get access to front hood. And the rubber seal on the bottom will reduce rattling with the hood when driving, ensuring a more secure fit.
